发电企业上网价格形成需要考虑固定成本、变动成本、合同内发电收入、市场竞争发电收入、热备用收入、冷备用收入等因素,为此,构建了煤炭价格与发电价格之间的数量关系模型以及各因素的计算方法,并在此基础上形成了煤碳价格与发电企业合同价格的联动平衡关系模型。通过联动平衡关系模型,可以建立煤电价格联动运行机制,解决我国目前煤炭价格上涨导致发电企业亏损的问题,为政策制定者提供的参考。
The formation of electric generation on-grid price should consider the fixed costs, variable costs, contract generation revenue, market competition generation revenue, hot reserve revenue, cold reserve revenue and so on. A calculation method on the quantitative relationship between coal price and generation price is constructed in this paper, and then a linkage balanced model describing relationship between the coal price and generation contract price is formed on its basis. The linkage mechanism between the coal price and electricity price can be set up by the linkage balanced model. The presented model can solve the loss problem of generation caused by rising in coal price presently and provide some suggestions to policymakers.
