对人才战略规划实施效果进行评估是推动人才强国战略实现系统化闭环管理的重要一环。当前,在国家中长期人才发展规划各项重大措施全面推动之际,着手构建人才战略规划实施效果的评估机制、体系具有重要意义。在分析人才战略规划实施效果评估需求的基础上,对全国典型人才规划实施效果评估的实践探索进行了总结分析,探讨了其中的经验和不足,并结合国际公共绩效评估相关理论构建了人才战略规划实施效果评估的框架模型,提出了建立国家人才战略规划评估机制的对策建议,以期推动我国人才战略规划评估工作。
Exploration about the theory and practice of the long-term performance appraisal mechanism on National Talent Developmental Planning is important for implementation of talent power strategy in china. At present, establishing the appraisal mechanism on talent planning has important significance in theory and practice when the major measures are carrying on. In this paper, based on a theoretical analysis on the needs of talent planning evaluation, we summarizes the major status-quo, problems of talent planning evaluation experience in china, put forward a content model about how to evaluate talent planning, and give some relevant policy suggestions to establish long-term talent planning monitoring and evaluation mechanism, in order to promote implementation of talent power strategy in China.
