In the governance reform in rich counties and towns,attention should be paid to the systematicness and globality of the reform so as to strengthen the reform＇s rationality,prospectiveness,coordination,and sustainability.The creative thinking of the governance reform in rich counties and towns is： to promote the industrial cluster and county overall development on the base of planning of main-functional zones;to strengthen the township management responsibility for the direction of delegating the enforcement power to lower levels;to integrate the township functional organization by the principle of dependency administration;to promote the innovation of public service of the township government with the standards of the market principles;to realize classification management on the principle of township partition;to rebuilt the supervision mechanism on the base of the unity of the party and administration;to establish an effective public finance system on the base of standardized transfer payment from the exchequer;to establishing a scientific examinational system with the public opinion assessment as the core.
