针对我国科研资源配置中存在的重复配置和过度行政化的问题,本文从科研信息平台的技术水平(技术维度)和科研资源的管理水平(管理维度)双维度构建了信息公开情境下科研资源配置水平的评价指标体系,给出了基于Linguistic 2-Tuples的多属性群决策评价方法及矩阵判断模型,并进而通过实际数据对我国科研资源配置水平进行评价。研究发现,我国科研资源配置呈现技术维度较弱的特征,即当前科研信息平台的技术水平在更大程度上制约了科研资源的优化配置;科研信息平台的信息共享度既是权重最大的指标,也是当前科研资源配置中最薄弱的环节;还存在信息使用的不便利性以及专家评审体系不规范等问题。基于此,进一步提出了改进我国科研资源配置水平的针对性建议。
Aiming at the problems of duplicating allocation and overly administrative orientation in the RD resource allocation in China,this paper established the evaluation criterion system of RD resource allocation in open information scenarios on the dimensions of the technology level of RD information platform( technology dimension) and the administration level of RD resource( administration dimension),thereafter it utilized the multi- attribute group decision analysis method with the Linguistic 2- Tuples and also a matrix model for analyzing the evaluation results,and it finally evaluated the current situation in China accordingly.It had been revealed in this paper that RD resource allocation in China exhibits weak feature in the technology dimension,i. e.,the technology level of the current RD information platform in China restrict significantly the optimal RD resource allocation. Moreover,the information openness degree of RD information platform is not only the criterion with the maximum weighing,but also the weakest link in RD resource allocation in China. Besides,there exist the problems such as inconvenience of information usage and nonconformance of expert peer review system. Based on the case study results,some suggestions had been proposed to improve RD resource allocation in China.
