激励性监管下效率与供电质量之间的矛盾成为监管研究的重点。对输配电企业的供电质量进行了重新的定义,依据定义的规则设计了供电质量评估体系;构建了基于绩效的输配电企业供电质量监管模型,并对其中的供电质量因子的确定设计了增益模型,最后通过算例验证了增益模型的有效性。
With the application of incentive regulation, the contradiction between the efficiency and quality of supply has become the focus of attention. The quality of transmission and distribution service was redefined, and an evaluation system of supply quality was designed according to the new definiation. In addition, a reformative model for the performance-based regulation of transmission and distribution enterprises was constructed, and a gain function was designed to obtain the value of the quality factor in the model. The validity of the model is tested by simulation.
