针对发电竞争市场中的两项关键参数——能量价格上限和容量价格的设置问题,研究提出了发电容量动态仿真模型,运用该模型对不同情形下的发电容量增长趋势进行了模拟仿真。基于所得的仿真结果,研究分析了发电容量增长变化对于两项关键参数的敏感性,提出了针对仿真模型的评价指标体系,从可靠性和经济性的角度研究了两项发电竞争关键参数之间的协调性。研究发现对于关键参数的设置可能存在潜在的“误区”,并建议在用户购电费用不变的前提下,优先选择能量价格上限较低而容量价格较高的关键参数组合,以抑制发电容量的波动幅度,保证系统的供电可靠性。
A dynamic simulation model was built to solve the setting of two key parameters, the energy price cap and the capacity price, in the generation market, and was then used to analyze the generation capacity development in various scenarios. Based on the simulation results, the sensitivity of generation capacity to the key parameters was ana- lyzed. Furthermore, an evaluation index system for the simulation model was proposed, and the correlation between the two key parameters was discussed from the point of view of reliability and economy. The research showed that there might be potential unmarked misunderstandings in the setting of key parameters, and suggested that under a cer- tain electricity bill for customers, parameter combination of low energy price cap and high capacity price should be made in order to curb the fluctuation of generation capacity and maintain the system reliability.
