随着农村经济社会的发展,农村社区内利益群体分化、文化活动需求呈现多元化趋势,构建并完善农村公共文化服务需求表达机制显得很有必要。农村公共文化服务需求表达流程设计是需求表达机制构建的核心,使得消费主体的合理利益诉求得到尊重,并通过理性方式和有效渠道得到表达,促进农村公共文化有效供给目标的实现。结合需求表达客体(农村公共文化服务)、需求表达主体(农村居民)和公共品的供给者(地方政府)的特征,设计农村公共文化需求表达流程,包括五要素,即培养需求表达的主体意识是前提,完善的回应机制是需求表达机制运行的动力,多元化的需求表达路径是关键,个人偏好显示激励机制是核心,有效供给实现机制是保障。
With the development of rural economy and society,the differentiation of interest groups and the demands for cultural activities within rural communities have presented a tendency of diversity.It is thus obviously quite necessary to construct and perfect the mechanism of demand expression of rural public cultural service.Central to the construction of demand expression mechanism,the design of the process of demand expression of rural public cultural service makes a consumer’s reasonable interest appeal respected and expressed in a rational way and an effective channel,in order to promote the realization of the goal of the effective supply of rural public culture.Combined with the characteristics of the object of demand expression(i.e.rural public cultural service),the subject of demand expression(i.e.rural residents)and the supplier of public goods(local government),to design the process of demand expression of rural public culture includes five elements,i.e.the cultivation of the subject consciousness of demand expression as a premise,the perfect respond mechanism as an impetus to operate the demand expression mechanism,diversified approaches to demand expression as the key element,the incentive mechanism of personal revealed preference as the central element,and the implementation mechanism of effective supply as a guarantee.
