Yaobaiwan （ a millionaire named Yao ） was a typical landlord who secured others in timber traders by force and tricks in the Qing Dynasty in the middle and lower reaches of the Qingshui River. He made up a story that Fan Jin lent the enemy money during wartime with the intention of having him investigated for criminal responsibility and a sentence to exile. But Fan Jin was soon spared. The uni- fication of imperial law implementation had become the most important way to maintain fair trade in the Miao territory.
