研究政府不同的回收管制政策(包括制造商和分销商分担回收责任、制造商责任制以及分销商责任制)对闭环供应链各成员的影响。首先,建立了制造商和分销商共同承担废旧品回收责任下的供应链决策模型,分析了政府对废旧品回收的管制政策对供应链成员决策和收益的影响。结果表明,回收责任在供应链各成员间的分担比例并不影响供应链总收益,但是会通过回收可变费用影响收益在供应链成员间的分配,不同回收管制政策对供应链成员间的收益的影响主要体现在回收的固定投资上。针对分散决策效率的不足,设计了共同回收责任下,基于回收品价格的价格折扣和回收补偿相结合的合作机制,促使分散化闭环供应链实现了集中决策时的收益。最后,通过数值试验验证了理论结论,并测试了一些参数对于供应链的影响,进而可以解释回收管制政策在发达国家市场较易实施,而发展中国家一直难以得到贯彻实施的现象。
This paper studied the impact of sharing take-back responsibility across closed-loop supply chain, this general model includes distributor full responsibility and manufacturer full responsibility. Supply chains under sharing take-back responsibility laws are modeled to analyze all members' decisions and expected profits. The findings showed that different take back laws have the same effect on supply chain's total performance, while do affect the profits allocation in supply chain members. Then we developed a return price-dependent price discount sharing mechanism together with a compensation contract to coordinate the manufacturer and the distributor under distributor responsibility take-back law.
