结合甘肃省农业科技人才实地调研经历,分析转型期现代农业内源创新发展的含义、驱动内源创新与农业科技人才需求的关系,以及现代农业发展中内源科技人才需求机制创新的必要性。内源创新是转型期农业农村可持续发展的战略选择,是机会导向下的以实现互动协调和生态持续发展的农业农村的再出发点;内源创新发展与农业科技人才需求是一种互补、协调、相容的发展关系;现代农业发展的现实、农业农村的改革、农业人力资本的增值以及农村生态文明建设需要内生性的内源创新。因此,构建了甘肃省现代农业内源创新发展组织化建设的内源科技人才需求专业合作组织和内源科技人才需求机制,该机制包括信息共享机制、激励约束机制、培训学习机制、使用保障机制以及整合运行机制。希望通过驱动内源创新与农业科技人才需求的机制构建来实现甘肃省现代农业的可持续发展。
英文摘要：
Combining field research experience of agricultural science and technology talents in Gansu Province, the meaning of endogenous innovation and development of modern agriculture in transition period, driving the endogenous innovation and the relationship between agricultural science and technology talent demand, and the necessity of innovative mechanisms of demands for endogenous technology talent in development of modern agriculture were analyzed. Endogenous innovation is a strategic choice for the sustainable development in agriculture and rural areas in transition period. It is a starting point under the opportunities for agriculture and rural areas to interactive and ecological as well as sustainable development. There is a complementary, coordinating and compatible development relationship between endogenous innovation and demands of agriculture science talents. Especially, it is a demand for endogenous innovation because of the factors such as the reality of modern agriculture, the reform in agriculture and rural areas,the appreciation of agriculture human capitals as well as ecological civilization construction of rural areas. Therefore, professional cooperative organizations which drive the endogenous innovation construction of systematization in Gansu modern agriculture will be built, and a series of mechanisms will be built, including information sharing mechanism, incentive and restraint mechanism, learning training mechanism, safeguard mechanism and combination operation mechanism. It will realize the sustainable development of Gansu modern agriculture through driving endogenous innovation and the construction of mechanisms in modern agriculture science talents demands.
