协同治理本质上是通过在共同处理复杂社会公共事务过程中多元主体间的相互关系的协调,实现共同行动、联合结构和资源共享。协同治理有助于社会公众民主意识的增强和民主参与能力的提升;有助于政府职能转换的推进和服务型政府的达成;有助于政府主导的公共物品和公共服务的优质提供;有助于公共政策的优化和政策效能的实现。在展现其明显优势的同时,协同治理也面临许多问题,为政府带来了诸如目标一致的困难、监督管理的畸形、沟通和协调的不畅、劣质标杆与社会惰化,以及对公共物品的多元提供的质疑和政府合法性的流失等一系列新的管理挑战。
In its essence, collaborative governance relies on the coordination of mutual relations between the multiple subjects in the process of jointly dealing with complex social and public affairs, so as to realize concerted action, joint structure, and shared resources. Collaborative governance is conducive to the enhancement of the awareness of public democracy and the elevation of democratic participation. It contributes to the advancement of transforming government functions and the actualization of service-oriented government. It can enable the government to provide high-quality public items and public services, and realize the optimization of public policy and policy performance. While demonstrating its obvious advantages, collaborative governance is also facing a number of problems, such as the issue concerning shared goals, inefficient supervision and management, lack of communication and coordination, poor benchmark and social loafing. It is also possible to generate a series of new challenges for administration, such as questioning about the availability of diversified public items and the loss of government legitimacy.
