政策终结理论的演进前后经过了基础性研究和实证性研究两个发展阶段。作为基础性研究阶段的延伸,实证性研究阶段的关注点在于通过引入案例来研究政策终结的具体操作过程,考察了影响终结的各种变量及其关系,对基础性研究阶段提出的多种解释框架进行了验证。可是现有成果尚未出现一种学界公认的普适性解释框架,且对于政策终结过程前期的研究以及不同类型政策的终结均缺乏深入探讨。
英文摘要：
Research on policy termination has undergone two stages in its development,namely,the fundamental one and the empirical one. As an extension to the fundamental stage,the stage of empirical research is mainly focused on the specific operation process of policy termination via case studies. The relationship among influential variables is investigated,and frameworks proposed at the fundamental stage are tested. However,current research endeavors and achievements fail to come up with a general-purpose explanatory framework. Besides,there has been a lack of in-depth discussion on circumstances prior to the evolution process of policy termination as well as on different types of policy termination.
