So far, humans have built three forms of government, that is, Ruling type government, Managed government and service - oriented government. Ruling type government is established on the basis of the identity of difference, when the evolution of human society began to former industrial society to industrial society, they are established management type government under the social contract theory framework. Since the 1980s, in response to social governance of crisis, government through sign contract with other social main body to carry out cooperation governance. Compared with the ＂contract＂ in the social contract theory, the ＂new＂ form of contract is different from the social contract in contract form, main body relations and effect of contract aspects. This is the result of evolution of the contract in the government pattern change.
