公民问责是异体问责的重要组成部分,并且具有同体问责和其它异体问责难以具有的独特优势。但由于当前我国公民问责机制的缺失,使得公民问责的功效难以充分发挥。要促进我国公民问责,就必须促进政务公开,畅通问责渠道,建立问责回应机制,并完善举报人保护机制。

As an important part of variant accountability system, citizen accountability has the uncompetitive advantages when compared with same-subject accountability and other variant accountability. The deficiency of public accountability system contributes to the situation that citizen accountability can hardly take effect. To promote citizen accountability we must promote open government, establish an accountability response system and improve the mechanism of protecting the tipsters.
