现代远程开放教育是一种有别于传统教育的全新教育模式，开放教育从“以教师为中心”转变为“以学生为中心”，自主性学习是远程开放教育的核心理念。基层电大学生自主性学习状态不容乐观，主要是受传统教育思想、缺乏自主学习方法、远程信息技术以及工学矛盾突出、硬件条件不具备、多媒体教材等方面的主客观因素的影响。因此，要强化自主性学习，应该树立自主学习思想，加强“学法”指导和对学生学习的监督，加强多媒体教材建设。
英文摘要：
As a new education model, modern distance education is different from the traditional one in its focusing on learner autonomy. However, this new education philosophy is not implemented in practice owing to learners＇ factors in terms of subjective and objective reasons. The paper is mainly concerned with its cause analysis and it also proposes some measures.
