阿特巴赫认为,中国有可能也有必要建设成为高等教育强国。为此,中国政府需要培育高校学术文化,鼓励高校自主创新,加强高校人力资源建设,坚持对一流大学的投入和加快高等教育国际化进程。作为当今世界的高等教育强国,美国高校奉行的学术自由、竞争意识和服务精神对中国建设高等教育强国有一定的借鉴价值,而美国高等教育过于商业化与市场化的负面教训则是中国需要加以警惕的。然而,对中国建设高等强国来说,最为重要的是应尊重自己的高等教育文化和环境,不能简单地照搬欧美的做法。

Altbach considers that China is able to and will, out of necessity, become a powerful nation of higher education. Thus, the Chinese government needs to strive to create an environment for academic culture, to encourage self- creativity in the higher education discipline, to emphasize higher education human resource development and formation, to enhance investment in top universities, and accelerate internationalization in higher education. As a leading and powerful nation in higher education, America's spirit of academic freedom, competition, and service can be a blueprint for Chinese colleges/universities. On the other hand, China should be aware of America' s over - emphasis on commercialization and market trends in higher education, which have had some negative impact on overall academic development in the US. If China is going to improve its colleges and universities, it must create a higher education system appropriate to its own national culture and context, and not merely duplicate Western traditions.
