Academic productivity is a kind of capability that the higher universities innovate and discover advanced knowledge. If Chinese high level research universities want to gain advantage during the international competitiveness, they must pay attention to enhance the academic productivity. The experience of the first level universities in the world shows that the increment and value of advanced knowledge is the sign of weighing the level of research universities. So if high-level research universities want to be built in China, system must be designed and arranged when academic productivity is looked as core elements, the increment and value of advanced knowledge is looked as the aim.
