In 2003 the bill of ＂National University Corporation Law＂ was formally passed by the Japanese Diet. Under the influence of internal and external factors of policy subsystems, the proponents of national university corporation amended the values and belief systems of the opponents through policy-oriented study. In this way, both sides formed their own stable advocacy coalitions and the bill of ＂National University Corporation Law＂ was therefore brought into being. The alteration of the values and belief systems of advocacy coalition plays a key role in the policy change process of National University Corporation in Japan. At the same time, the theory of the Advocacy Coalition emphasizes the important role that external factors play in the policy subsystem.
