建设“学习型城市”是“终身学习”理念的具体落实,是社会建设和管理的重要创新,是动员、协调、组织、实施各个功能协同运行的统一.目前,国内外学习型城市建设取得了不少重要进展和实际成效,但也面临着共识断裂、协同运行难、体制机制不完善等诸多挑战和风险.为此,需要城市强有力地发挥主体作用,只有从充分动员、统筹协调、整体组织、广泛实施等多方面进行制度创新并协同运行,才能保障全民学习、终身学习的学习型社会的真正形成.
The construction of learning city is the concrete implementation of the concept of lifelong learning, an important innovation of the social construction and management, as well as the unity of coordinated operation of various functions including mobilization, coordination, organiza- tion and implementation.
