作为发展中的大国，我国的耕地资源数量不足，而总体质量状况也较差。后备资源短缺及开发的难度大、耕地的高利用程度与闲置浪费现象并存，也对我国耕地资源的可持续利用造成了极大的影响。为此，实践中应采取如下对策措施：切实改善耕地的生态环境条件、充分发挥现有耕地资源的生产潜力、有效地调整农业产业结构、加快农业和农村的基础设施建设、科学地组织耕地资源的整理和开发复垦工作。
英文摘要：
As a developing country, China＇ s tillable field resource is neither enough in quantity nor good in the overall quality condition. The reserve resource lacks and is difficult to exploit. Better use of tillable field resource exists with the idleness of tillable field resource. All these affect the sustainable use of our tillable field resource. It is necessary to take the following countermeasures in practice to improve the ecological environment of tillable field; to give full play to the productivity potential of tillable field; to effectively adjust the agricultural structure; to quicken the construction of agricultural and countryside infrastructure; and to sci- entifically arrange tillable field resource and then to do well the exploitation and re - exploitation.
