高校人才培养是校内外多元利益主体“合作生产”的结果。高校人才培养质量保证的基础是多元参与,是各利益相关方协同共治。协同共治是高校人才培养质量保证的一种新范式,为高校人才培养质量保证提供了有别于传统质量管理的环境,拓展了人才培养质量保证的主体类型。基于协同共治的人才培养质量保证体系构建的基本路径是:以质量标准协同各方利益,以教育价值与社会价值融合协同教学、科研与社会服务,以制度创新推进质量保证体系的实施。
Personnel training in higher education, which is not purely "internal affairs" of universities and nor the decision of their internal teaching systems, is the result of "cooperative production" of many interested parties inside and outside the colleges and universities. And the quality assurance of higher education personnel training is based on the multi-participation of these interested parties and their synergistic management. Thus, synergistic management becomes a new paradigm to assure the quality of personnel training, for it not only provides a different environment from that of the traditional quality management, but also develops more main types of personnel training quality assurance. In the author's opinion, the basic ways in accordance with synergistic management to build a personnel training quality assurance system are as follows: to coordinate all parties' interest with quality standard; to integrate teaching, scientific research and social service with one another in the light of educational value and social value; and to implement quality assurance system by system innovation.
