主体功能区规划最重要的特征就是未来导向性，其实质是一种对未来发展不确定性的缓解和抵消。在当前社会经济复杂多变的背景下，正确认识和处理不确定性问题关系到主体功能区规划的成败。结合我国主体功能区规划实践中的突出问题，从多种角度探讨了主体功能区规划中不确定性的来源、影响机制及应对措施，在此基础上对主体功能区规划理论和方法进行了新的探索。
英文摘要：
The most important feature of the principal functional district planning is future-oriented, and planning could alleviate or offset the uncertainty of the future. Correctly understanding and handling the uncertainty in principal functional zoning is critical under the current complicated and changeable socio-economic situation. This article analyses the problems existing in the practice according to traditional zoning methods, discuss the sources, mechanism and treatment of uncertainty, and puts forward a new procedure of principal functional district planning.
