据中国科学技术协会统计,我国科技人力资源总量已居世界首位,但是与发达国家相比,我国科技人力资源总体利用效率低下,这种情况在高技术产业中表现得比较明显。DEA是衡量科技人力资源利用效率的有效方法,以我国高技术产业17个主要行业为样本量,用DEA方法衡量我国高技术产业科技人力资源利用效率。结果表明,经费投入是影响我国高技术产业科技人力资源利用效率的最主要因素。为此,建议我国高技术产业从绩效考核、人才队伍建设、经费管理等方面着手,不断发挥科技人力资源利用效率。
According to the statistics of the China Association for Science and Technology, the total number of human resource in science and technology (HRST) in China has been on the top of list in the world, while comparing with the developed country, the service efficiency of HRST in China is low at large, and the situation is quite obvious in high-tech industries. DEA is an effective meth- od to measure the service efficiency of HRST. It takes 17 major sectors in our country's high-teeh industries as the sample size to meas- ure the service efficiency of HRST in high-tech industries with the DEA method. The result indicated that the funds input is the most critical factor that affects the service efficiency of HRST in high-tech industries in China. For this reason, it is suggested that high-teeh industries in China should focus on performance appraisal, talent team construction and funds management and pay attention to the ex- ertion of service efficiency of HRST.
